Great action shot; bird is noisy; to eliminate noise need lower ISO and lower f-stop (depth of field) to allow a higher shutter speed

I shot this Black Crow coming in to land at 1/1600 shutter speed, f9 and ISO 1000 at 354mm with my Canon 7D hand held. Upon closer inspection I notice little red dots all over the crow's body in this photo. I Googled the red dots on the crow. No explanation found. Is it the crow's appearance or a problem with my photo?
